珍眉茶 珍眉是眉茶中的上品,是浙江的传统名茶,大部分县市都有出产,既内销又外销。精制眉茶的出口始于清代,现已成为主要的外销茶类,运销世界50多个国家和地区,主销西、北非各国。出口眉茶包括特珍、珍眉、雨茶、贡熙、特针和秀眉等6个花色产品,均有严格的加工标准样和贸易标准样规定。特级珍品是眉茶中的高档产品,条索紧结有锋苗,色泽绿润起霜,香味浓醇,汤色明净,叶底黄绿嫩匀。全省眉茶一般年产量约5万吨,占全省茶叶总产量40%左右。 珍眉茶采摘于春茶的一芽二、三叶为原料,做工精细、初精合一,生产有特级、一、二、三、四级珍眉茶。以特级珍眉茶为最优,采摘于清明至谷雨的一芽一、二叶为原料,经过精细加工而成。其品质特点是:条索细秀如眉,色泽绿而油润,香气栗香高而持久,滋味鲜浓有回甘,汤色绿而亮,叶底嫩绿匀齐为珍眉之精品。

厦门市酒类专卖管理暂行规定

第一章 总则第一条 为加强本市酒类专卖管理,维护正常的市场秩序,打击非法制造、销售假冒、劣质酒的活动,保护消费者利益和身体健康,根据国家有关酒类专卖管理规定,结合本市的具体情况,制定本规定。第二条 凡在本市从事生产、销售酒类商品的单位和个人,均适用本规定。第三条 各级酒类专卖局根据国家专卖政策和本规定对酒类、曲类的生产、销售、运输、质量等进行行政管理。第四条 酒类专卖管理范围:  (一)酒类:白酒、黄酒、果露酒、啤酒、配制酒、药酒、进口酒及其他含有酒精的饮料(酒精和经省卫生部门批准生产的药酒除外)。  (二)曲类:红曲、白曲、酒饼、酒药和其他酒类发酵剂。第二章 生产管理第五条 酒类生产实行许可证管理,凡开办酒厂(车间)、加工或改装酒类产品的单位,除经有关主管部门批准外,还必须持有食品卫生许可证,然后向所在地的区、县酒类专卖局申请登记,由区、县酒类专卖局初审,报市酒类专卖局核准后,发给酒类商品生产许可证。第六条 领取酒类商品生产许可证的单位,须经工商行政管理部门核准登记注册后,方可从事酒类商品的生产活动。第七条 生产酒类商品的单位,应具备符合酒类商品生产要求的设施、工艺、检测手段和卫生条件,严格按照质量标准生产,禁止粗制滥造。  酒类商品出厂必须经过批量检验,不合格者不得出厂。新开发的酒类商品还必须经市酒类专卖局审检。第三章 采购和销售第八条 酒类的采购、批发业务,由市、县糖酒食品杂货公司主营,其他单位经营酒类批发业务除经有关主管部门批准外,还必须向市、县酒类专卖局申请,经批准后发给委托批发证书和领取经营许可证,并经工商行政管理部门登记注册后方可经营。第九条 经营酒类零售业务的单位和个人,除经有关主管部门批准外,还必须向市、县(区)酒类专卖局申请,经批准后发给“酒类零售许可证”后方可经营。所销售的酒类应向专卖局批准的批发单位进货,不得向其他单位进货。第十条 向市外采购酒类、曲类商品应向市、县酒类专卖局申请,经批准发给“准购证”方可外出采购。外地酒类商品进入本市应持有产地的价格证明、生产厂家的产品质量标准和产地县级以上食品卫生监督部门核发的检验合格证。  生产、销售单位和个人应将前款所列各项证明以及所采购酒类商品的样品送交酒类专卖局审检后,方可销售。第十一条 外地生产、经营单位和个人在本市从事购销和展销活动应持有工商营业执照按本规定向酒类专卖局申请,经批准后方可进行。第四章 运输管理第十二条 酒类运出市外,必须持有酒类专卖局开具的“准运证”,交通运输部门(包括铁路、公路、水运)方可承运。无准运证者,任何单位或个人不得承运。第五章 专卖利润征缴第十三条 凡生产酒类均应交纳专卖利润,专卖利润按出厂价顺算计算,其中粮食酒、啤酒按3%计征,果露酒、配制酒按1%计征。专卖利润由市、县酒类专卖局负责征收。如酒类生产单位确有亏损,可向市、县酒类专卖局申请免征或减征专卖利润。第十四条 经省卫生部门审批生产的药酒、家酿酒可免征专卖利润。家酿酒(限黄酒、白水酒两种)只准家酿自饮,不得出售。第六章 奖惩办法第十五条 酒类专卖局有权对酒类生产和经营单位或个人的原料、成品、帐务及有关问题进行检查。  检查人员执行任务时,须出示专卖检查证件,无检查证件,被检查单位或个人可拒绝检查。第十六条 各机关、团体、人民群众均可举报生产、销售假冒、劣质酒或其他违反酒类专卖管理规定行为,受理单位负责保密,经查处后,由酒类专卖局给予举报者适当的物质奖励。第十七条 凡违反本规定,有下列行为之一,由酒类专卖局或会同工商、公安、标准计量、卫生、税务、物价等部门给予处罚。  (一)无许可证生产、销售酒类的单位和个人、没收其生产工具、产品、商品、原料以及非法所得,并处以货品总值一至三倍罚款。  (二)对生产、销售假冒、劣质酒者,没收其产品、商品、非法所得,并处以货品总值一至三倍罚款。情节严重的,吊销其生产经营许可证。  (三)无“准运证”,“准购证”运出和调进酒类的,其货品由酒类专卖局没收或指定主营单位作价处理,并分别处以补征专卖利润或货品总值30%以下罚款。对承运单位或个人没收其运输费收入。  违反上述条款之一,情节严重,触犯刑律的,由司法机关依法追究其刑事责任。
